at the scene. behind me you can see in the building still throughout san francisco city hall flashing lights from the fire alarm which are still going off more than an hour and a half after this call came in. now we have video that was shot a short time ago. you will see light smoke which filled the rotunda as well as the first floor. the fire department brought in fans for ventilation. an electrical panel in the basement blew up and exploded triggering a sprinkler system which then filled a portion of the basement of city hall with about an inch of water. at the time there was a reception going on for green build. that's a green trade show. those people were evacuated. >> we had an electrical explosion in the basement in the electrical room. pg&e just arrived. there was minimal smoke throughout the building. there was a high voltage area, so we can't get anybody inside there until we get the power cutoff. >> it was a calm scene. the alarms went off and the lights were flickering. they asked people to exit the building. >> you saw smoke at that point? >> i never saw smoke until we got out of

san francisco police arrested a second suspect. 19-year-old nicholas hudson from daly city. >> this person was seen smashing out the window and vandalizing the muni bus on the 29th. >> reporter: the public helped track hudson down. >> and if it wasn't through the use of social media and the help of the public we wouldn't have been able to capture this person. >> reporter: social media helped police arrest 22-year-old gregory from san francisco. he was caught after this picture went viral. police are hoping the public can help do it again. so they are releasing more pictures from that night. take a look at this man, dressed in dark clothing and a baseball p cay. baseball cap. in addition they are looking for this man, the san francisco chronicle caught a photo of him using a barricade to smash the windshield. she dressed in a red and gray striped long sleeved shirt. and police have not found these arsonists we showed you last week. you can see them setting fire to the bus in this video. >> they are all felony crimes. arson damaging the muni bus. reckless acts on the street.

one of the saf safest city in the bay area. woman was abducted at the shade land business market in walnut creek relessed 3 hours later in oakland. allen is live in walnut creek with the developing story. she's okay right. >>reporter: yes she is going to be okay but the 2 assailant are still out there tonight. it was about this dark yesterday around 7:30 when kidnapped out of this parking lot here at the shade land business park. now what worries people here is that police believe the 2 assailant randomly picked her out. pg&e says it hired more security guards to work later hours at the shade land business park in walnut creek. that's after a 57-year-old woman was abducted as she left the pg&e office here last night. she was confronted by 2 men. both white male adults. they accosted her. blindfolded her and bound and gagged her and put her in the back of her own car. >>reporter: for 2 hours police say they drove her to automatic teller machines in walnut creek and took out money from her bank accounts. around 11:00 o'clock last night they dropped her off and left her
